Created on July 1, 1908, from part of Sawtooth National Forest, it is managed by the U.S. Forest Service as five units: the Cascade, Emmett, Idaho City, Lowman, and Mountain Home ranger districts. Both the North and Middle Forks of the Boise River are heavily stocked by Idaho Fish and Game. The headwaters of the North Fork Boise River offer some of the best trout fishing in the area. There are day use areas with picnic tables, and no fees. All ranger districts are reporting more trash, but the Lowman Ranger District has been hit especially hard along Highway 21 and in the Deadwood Reservoir areas.
